Worn postcard with cutout, maybe for a photo or something like a lock of hair? This is German made, about the turn of the century. It's a Civil War commemoration piece, I think, probably for the Navy. This would be a lovely piece to hold an antique photo of a soldier in your family tree, with the patriotic ribbon design.
