antique Victorian purse frame, ornate embossed nickel silver metal w/ cherubs, needs repair

Antique metal purse frame with cherubs, really ornate, a lovely piece which needs some restoration. Needs cleaning and polishing. And one hinge is broken - it's been poorly repaired at some point, and the repair has also broken.

I found no markings or hallmarks on this piece (though I might have missed them, this is rather dark and hard to see clearly for certain). It looks like plated nickel silver (not silver or sterling) to me, probably Dutch or German? I'm not an expert in metalwork like this, so please feel free to contact me with any questions!
