heavy cast metal paperweight / pipe holder, old work boot shoe w/ antique brass finish

I think this is probably a pipe holder, but I believe this old metal boot would be a perfect planter for a miniature plant, or air plant! It measures about 3 3/4" long x 2" tall overall.

This is very heavy cast metal with an antiqued brass finish, probably 1940s or 50s vintage at my best guess. There are no makers marks that I could find.
