20th century vintage shabby silvered metal swan with cobalt blue glass. Maybe a salt dish, or a match holder?

The metal is not marked that I could see, it's quite heavy with nearly all of the silver color rubbed away showing a very darkened base metal or tarnish. The glass fits well, but I wonder if it's original as it looks much newer than the swan.
