I think this is probably 1870s or 1880s, not made in Japan, doesn't really look Chinese? I've seen this pattern attributed to Staffordshire in general, without any particular maker suggested. I'd agree with that, but wish I could find the pattern and maker for this piece!
Measures 2 1/4" tall, 3 1/4" across the rim. Condition is excellent, no chips, cracks, or staining.
