antique ruby stain glass toothpick holder, 1921 vintage State Fair souvenir Isa

1921 souvenir hand engraved for Isa (Isabelle?), from an unknown State Fair somewhere here in the midwest. This has lovely ruby stain color on a small match holder or toothpick holder about 2" tall. It's in very good condition, no chips or cracks.
