vintage Rogers silver punch set, silver plate punch bowl & 8 punch cups

Tanished but lovely vintage F B Rogers silver plate punch set with bowl and eight cups. This is heavy, silver over brass?

The bowl measures 14 1/2" in diameter, and the cups measure 2" tall. We saw no wear to the silver plate, this doesn't look as though it was often used or polished.
