vintage Indiana glass Constellation pattern footed planter bowl, or ice bucket?

Constellation 'thumbprint' pattern Indiana glass, mid-century vintage. Color is crystal clear.

We've never seen this shape in the Constellation pattern before, and are not sure if it's intended as a flower vase planter, or an ice bucket?

It would work equally well for either, and it doesn't appear to have ever been used at all. It has four little feet, a four toed bowl about 5 1/2" tall, 7 1/2" across the rim.
