vintage brass padlock Master Lock #175, key & four digit number combination

I'm not exactly sure how this vintage brass Master Lock padlock works... it seems to be a combination lock, so not sure what the key is for, but they came together to us as a set. This is a MasterLock #175, I think? Key goes in a key hole at the side.
