1920s vintage kitchen mallet, ice axe or meat tenderizer / cleaver, weird old tool

Wooden handled steel cleaver type tool, for ice or for meat? This doesn't appear to have any makers marks that we could see.
It's about 8 1/2" long end to end, 1 1/4" wide at the three bladed part of the head. Seems good and sturdy, shows a little rust spotting.
