Legion Utensils vintage insulated carafe engraved for USVA, hospital or cafeteria?

Early or mid 20th century vintage double walled stainless steel pitcher for coffee or ice water, engraved for the US Veterans Administration. It's an individual size, 4" in diameter, 5 1/4" tall.

Maybe from a USVA hospital, or cafeteria? It's been much used / abused, it's scratched and dented, and missing the lid!
