antique Dutch or German ceramic plate serving tray w/ pewter rim, turn of the century vintage

Beautiful floral stencil painted ceramic tray with pewter metal rim, probably Dutch but maybe German? The marks on the back are almost impossible to make out. It's very early 1900s vintage at my best guess. Measures about 14 1/4" across the edges.

This has been used as a tray, and shows some finish wear and a little wear to the flowers (see photos). No chips or cracks. The pewter rim has a softly curved edge and pierced openwork, very pretty.
