antique Empire china portrait plate, snow lady in fur trimmed velvet cloak

Circa 1900 Empire china plate with decal type transfer design, a 'snow lady, fairy tale pretty!

I've not been able to track down this artwork, and don't know 'who' this is, but it's a lovely romantic Victorian style, and looks perfect on this blue and gold edged plate.

The plate measures 10 1/2" across the rim. There's some wear and light discoloration from age, no chips or cracks.
