antique french industrial meter, steampunk vintage measuring tool w/brass gears & porcelain dial

Large antique mechanical measuring meter with an open escapement porcelain dial. This is a large wall mounted tool and measures about 9" across the dial.

We've been told that this is European (probably French) because in this vintage the US and Britain both used Imperial units and Germany would have used different typography on the dial. It isn't marked with a country of origin that we can find.

This is mostly brass with a few iron parts. We're not sure that's complete, but it looks nice!
