vintage sewing tools chatelaine? antique glass beaded ribbon

This piece we found in a sewing basket with lace trims and lace-making equipment, but we aren't sure if this was originally a dress trimming, or a chatelaine for sewing or needlework tools?

This measures 1 1/2" wide x 25 3/4" long, not counting the fringed cotton ends, which are neatly tied. The pattern is worked entirely in glass seed beeds, and the band is in excellent condition, no missing beads or loose threads.
