vintage blue US Navy uniform jacket/coat Electronics Tech patch

United States Navy uniform jacket with a small gold colored shield patch on the right cuff. We're not sure of the exact vintage or rank of this jacket, but we were told that the shoulder patch is for an Electronics Technician.

This coat measures 18" long on the arm (armpit to cuff), 38" around the chest (under the arms), 16" across the shoulders on the back and 30" long (from the base of the collar to the bottom.
