old gnome or dwarf, vintage hard plastic doll w/ colored felt clothes

Little old gnome doll, 6 1/2" tall, with colored felt clothes glued in place. We didn't see a mark, but are guessing he's made in Japan or Hong Kong? Looks good, without cracking or damage to the doll or the clothes.
