hand-painted kitchen spoon holder jar, vintage Portugal pottery?

We love this bright folk art style spoon holder, but it's not marked, and we haven't been able to figure out if it's from Italy, Spain, or Portugual. (We're slightly inclined towards the latter.)

It's 5" tall x 3 3/4" in diameter, and would make a lovely vase if you're not looking for a spoon jar.
