pair of dog shakers figural glass bottles candy container liquor bottle label

I've always been told that these little glass animals were made as candy containers for nonpareils, hence the shaker lids. But these two pooches are labeled and embossed on the bottom as wine bottles!

These are about 3 3/4" tall. The glass bottles and the metal lids are all in good condition. I think these are supposed to be hound dogs?
