sweet baby couple vintage pottery planter, Tom Thumb? Dolly Dimple?

Sweetest vintage ceramic baby flower planter, with shy young couple! We can't decide if this is supposed to be Tom Thumb and bride, or Dolly Dimple or another doll?

They stand about 8" tall overall and look very good, painted under glaze, no chips or cracks.
