vintage United States Navy coat & pants w/metal bullion patch & stripes

Vintage double breasted Navy coat and trousers. The jacket has a bullion eagle patch and service stripes patch on the left arm We're not sure of the exact vintage or rank of these. The jacket measures about 18" long on the arm (armpit to cuff), 42" around the chest (under the arms), 17" across the shoulders on the back and 31" long (from the base of the collar to the bottom). This jacket has a tear to the lining under the arms and a torn seam at the collar and will need repair.
