vintage James Kent Old Foley scalloped tray, Harmony Rose pattern roses floral

Vintage James Kent - Old Foley Staffordshire china tray in the Harmony Rose pattern, so pretty. This has a scalloped shape, and measures about 9 1/2" x 7 1/4" overall.

It looks to me like a vanity table tray, like a perfume tray. But I've seen this shape described as a serving tray? It doesn't look as though this tray has ever been used for either, it's in excellent condition without damage.
