vintage Japan china miniature, snow baby elf or Christmas pixie w/ Santa sleigh mica glitter

Tiny little hand painted china Christmas decoration, a miniature planter or toothpick holder, made in Japan. I'm not sure if this is supposed to be a baby, or an elf? Cute little baby reindeer pulls the sleigh. The paint and mica glitter are in very good condition, and china has no chips or cracks.
