vintage amber glass donkey cart, old candy container, toothpick or match holder glass novelty

Old figural glass horse or pony cart, about 4 1/4" long x 2 1/4" tall. We don't know if this is just a whimsy, or a match holder or toothpick holder, or maybe a candy container?

Color is a lovely amber glass, and condition is very good without chips or cracks. This has no makers marks that we could find.
