vintage cast brass bell, woman figure Mata Hari or fertility goddess?

Unmarked cast brass bell, a figure of a woman with her feet as the clapper. There's some debate here whether this is a goddess we are unfamiliar with, or Mata Hari! A collectible piece which is sure to be a conversation starter.

She's about 3 1/2" tall overall, somewhat tarnished, though not terribly ancient (20th century vintage) we think.
