vintage china doll, antique reproduction open mouth w/ teeth, no eyes or wig

Bisque porcelain doll with open mouth and teeth - this needs to be strung, and this little girl needs eyes and a wig. She's about 13" or 13 1/2" tall.

This came out of the estate of a lady who ran a doll 'hospital' in the 1980s - I think this doll was an antique reproduction made at that time but the inscription on the back of doll's neck I find a little confusing.

It looks to me like inscribed are By Bee - Charlotte Rowray - 11 28 1933. Google has been no help at all with any of these names or date, or showing me dolls anything like this. I know very little about old dolls, but this looks like a beauty, and I hope she can find a good home to complete her.
