vintage framed picture lady with shawl, Arthur Garratt art portrait print flapper girl

Vintage print framed under glass, wood frame 7 1/2" x 9 3/4" overall. I believe this is an Arthur Garratt picture? She's lovely, with beautiful shawl and beads. Very nice without spotting or fading.
