vintage ceramic doxie daschund weiner dog dresser or kitchen caddy, planter or cigarette holder?

We love this vintage ceramic duschund, though we're not sure if it is made to be a dresser caddy, or a kitchen sponge holder, or a cigarette and matches pocket, or even a planter!

It's nice and clean, and doesn't look as though it was ever used. It's clearly vintage USA pottery, though we don't know the maker. Measures about 7" long x 8" tall.
