vintage rotating eye clock, 1920s Oswald carved dog clock w/ rolling eyes

Unmarked (Oswald - Germany?) clock, a Scotty dog with moving eyes, 1920s or early 30s vintage? The dog is a resin or a composite material, not wood, and measures about 5" x 6". The case looks good, without a lot of damage or wear.

Both eyes move and can be set, one eye for the hour, and one eye for the minute. The clock doesn't wind - we think it's probably been overwound, and barely touched the key. We haven't taken the back off of the clock to examine it further.
