vintage rug making tool, carpet rag splicer with instructions, punch needle on metal hoop

Vintage 'carpet rag splicer' tool for making rugs. This is a big sharp punch needle fit on to a metal hoop which is supposed to go on the arm of a chair. Looks very practical, but kind of scary! An interesting old sewing collectible, I've never seen one of these before.
