Mid century vintage blank telegram pad of pre printed telegram message forms. They're probably for composing the telegram prior to dispatch by the telegraph operator rather than printing in the incoming message for the recipient as that message would probably be typed.

It measures about 8 1/2" x 11" and is about 1/4" or so thick. It has pre printed fields for things like Originator and Copies To. There's a little discoloration from age and the pad of paper is mostly separated from the cardboard backing.
