vintage federal eagle flag holder, old cast metal spelter bronze statue

Vintage spelter federal eagle figure - originally a flag holder, or lamp statuette? It's 6" tall overall, open at both ends as shown, not weighted.

The antique bronze colored finish is all original, without a lot of wear or pitting. We didn't find any makers marks at all.
