This is the first time I've ever seen this Libertas - England marking, with an eagle or hawk at the center. It's marked Trademark Registered in US America around the circle. Late 1800s vintage.
I've seen this poppies floral pattern attributed to New Wharf pottery, but can find no mentions of this backstamp. The poppy pattern pieces seem to be hard to find. I always love poppies, so very art nouveau!
This is about 9" diameter round, a fruit or vegetable bowl. It's showing some wear (and a few dark spots / foxing), no chips or cracks.
