hand-painted vintage floral tole metal tray russia

Beautiful handpainted tole metal tray with flowers on black, measures 14 1/2" x 10 3/4", not marked, but Russia, we think? This is having some problems with the paint flaking, shows through to the metal beneath, especially on the back.
