Old WWII US 15th Army (ETO) NCO dress uniform with ribbons, patches

Vintage WWII khaki drab NCO wool dress uniform with a shoulder patch for the United States 15th Army. The 15th Army fought in Italy and central Europe (European Theater of Operations) during World War Two, capturing Rome. This jacket has sergeant's chevrons on the arms. We don't know what division the blue & white patch on the left arm is for.
