antique blue opaline glass match vase or toothpick holder, hand painted gold stars

Beautiful blue opaline glass with gold painted stars - I think this is probably a toothpick holder or a holder for matches. Maybe a carnival piece, or a fair souvenir, or maybe something for the American centennial? It's roughly made pressed glass, no makers marks. Measures about 2 3/8" tall.
