artist signed hand painted pottery plate, old world style folk art floral white on deep blue

Artist signed hand painted pottery plate - I have no idea as to the age or origins of this piece, but I love the deep blue background with the design in white. Blue and white in an unusual way, this is so pretty.

Plate is just 6 1/2" in diameter, a little thing. Has some glaze crazing and scratching, but no chips or cracks.
