large vintage carnival chalkware figure, goucho lady in riding duster

Large old carnival chalkware piece, 20s or early 30s vintage. We don't know who or what character this represents... it's a deco style cowgirl lady in a riding coat and cowboy hat, like a goucho. She's about 14 3/4" tall, shows some dings and light wear and soil to the painted finish.
