vintage woven tapestry wall hanging w/ old Christmas scene, Germany or Scandinavia?

We generally find these old cotton tapestries marked France or Belgium, or occasionally Italy. But this one has a Christmas scene that looks more like Germany or Scandinavia or maybe Dutch. The hair on the revelers is white blonde!

It measures about 50" x 15", and has somewhat ragged edges and uneven fringed tassels. It's a charming piece nonetheless.
