hand painted bird, artist signed vintage Westmoreland bead edge milk glass dish

Vintage beaded edge pattern milk glass dish (5 1/4" long, unmarked, Westmoreland?) with hand-painted red cardinal and flowers. This is signed by the artist, B. Newton, and is in very nice condition without chips or damage. We think this is a salt and pepper shakers or condiment tray?
