antique china kitchen shelf clock, painted blue & white, vintage Germany?

Delft style painted under glaze china kitchen shelf clock, unmarked, probably German? This measures 8" tall. There's a large chip to the base of the clock body, as shown in the photos.

The clock face and movement appear to be all original, not marked that we could find. This winds and ticks, though we couldn't figure out how to set the time!
