vintage bulldog figurine grumpy growling dog unmarked bisque china, Germany?

Bisque china bulldog with painted details - I love the grumpy expression on this little watchdog! I couldn't find any makers marks, though this piece looks German, early 1900s to me. He's about 4 1/2" long x 2" tall.

This has an old repair at the base of the tail (see photos), otherwise, in good condition condition without other chips or cracks.
